Subject : Jhamarkotra Integrated Project of M/s. Rajasthan State Mines and Mineral
Ltd.
The undersigned is directed to refer to letter no RSMM/ICO/PROJ/ENV/97/60
regarding your application for environmental clearance of the Jhamarkotra Integrate
Opencast Project. Ministry of Environment & Forests has carefully considered your
application. It is observed that the project is located in Dist. Udaipur of Rajasthan. The
project involved diversion of 270.795 ha. of forest land. Approval; under the Forest
(Conservation) Act. 1980 has been obtained. No displacement of people is involved.
Mining is by opencast method. The production capacity of the mine is 0.80 MT/annum.
Total area required for OB dumping is 270 795 ha.
2. The Ministry of Environment & Forests hereby accords environmental clearance to
the Jhamarkotra Integrated Project involving lease area of 1370.369 ha. as per the
Environmental Impact Assessment Notification, 1994 as amended on 4.5.94 and 10.4.97
subject to the strict compliance of the terms and conditions mentioned below:

No change in mining technology and scope of working should be made without prior
approval of the Ministry of Environment & Forests.

No change in the calender plan including excavation, quantum of rockphosphate
and waste/OB dumps should be made.

The top soil and OB dumps should be stacked in earmarked dump sites only.

Four ambient air quality monitoring stations should be established in the core zone
as well as buffer zone for SPM, RPM, SO2, NOx and Co monitoring. Location of the
ambient air quality stations should be decided based on the meterological data,
topographical features, environmentally and ecologically sensitive targets in consultation
with the State Pollution Control Board.

Data on ambient air quality should be regularly submitted to this Ministry including
its Regional Office at Lucknow and the State Pollution Control Board/Central Pollution
Control Board once in six months.

Fugitive emissions should be controlled, regularly monitored and date recorded
property. Adequate measures for control of fugitive emission should be taken during
drilling and blasting operations, loading and transport of materials.

Adequate measures should be taken for control of noise levels below dB in the work
environment.
Workers engaged in blasting & drilling operations, operations of HEMM, etc. should
be provided with ear plugs/muffs.

Industrial waste water(workshop and waste water from the mine) should be properly
collected, treated so as to conform to the standards prescribed under GSR 422(E) dated
19th May, 1993 and 31st December, 1993.
Sewage treatment plant should be provided in the township for treatment of the
domestic effluents.

Garland drains of appropriate size should be constructed to collect the surface run-off from the OB dumps. The collected run-off should be collected in sedimentation tank.

Ground water quality should be regularly monitored and the data recorded should
be furnished to this ministry and its Regional Office at Lucknow and the State Pollution
Control Board/Central Pollution Control Board once is six months.

A green belt of adequate width by planting the native species should be raised
around the lease area, township, roads, OB dump site etc. in consultation with the local
DFO/Agriculture Dept. The density of the trees should be at least 2500 plants/ha.

The stage-wise reclamation programme in the lease hold area should be
implemented. The land reclamation and backfilling should be carried out concurrently with
the mining activity.

Environmental Laboratory should be established with adequate number and type
of pollution monitoring and analysis equipments in consultation with the State Pollution
Control Board.

Personnel working in dusty areas should wear protective respiratory devices and
they should also be provided with adequate training and information on safety and health
aspects.
Occupational health surveillance programme of the workers should be undertaken
periodically to observe any contraction due to exposure to coal dust.

A separate environmental management cell with suitable qualified personnel should
be set up under the control of a Senior Executive, who will report directly to the Head of
the Organisation.

Separate funds should be earmarked for environmental protection measures and
kept in separate account and should not be diverted for other purposes and year-wise
expenditure should be reported to the Ministry.

The project would be monitored by the Regional Office of this Ministry located at
Lucknow. The project authorities should extend full cooperation to the officer(s) of the
Regional Office by furnishing the requisite data/information/monitoring reports.
3. The Ministry or any other competent authority may stipulate any further conditions
for environmental protection.
4. Failure to comply with any of the conditions mentioned above could result in
withdrawal of this environmental clearance.
5. The above conditions will be enforced, inter-alia, under the provisions of the
Water(Prevention and Control of Pollution) Act, 1974, Air (Prevention and Control of
Pollution) Act, 1981. Environment (Protection) Act, 1986, Public Liability Insurance Act,
1991 Along with their amendments and rules.
