Subject :- Modernisation of Kurnool-Cuddapah canal-Environmental clearance regarding.

1. Irrigation and C.A.D. department, govt. of Andhra Pradesh may refer to their letter No.SE/ICC/KNL/TS/AEE3/CWC/824 dated 30.1.96 and subsequent letter dated 30.0.97 on the subject.

2. The Ministry of Environment and Forests has carefully considered your application. It is noted that the proposal envisages (i) construction of a new barrage at Sunkesula in place of the dilapidated existing anicut and repair of other anicuts. (ii) Construction of alaganur balancing reservoir. The entire length of the KC main canal and all the distributaries will be lined. Existing old and dilapidated canal related structures such as bridges, aqueducts, cross drainage works, off takes, measuring devices etc. will be reconstructed or repaired.

3. The Ministry of Environment and Forests hereby accords environmental clearance as per the provision of Environmental Impact Assessment notification, 1994, subject to the strict labourers employed during the construction of the project to avoid destruction of vegetation cover in the surrounding areas. For this, fuel depots may be opened at the site and adequate provision made in the budget to cover the cost.

  1. Restoration of the construction areas should be ensured to the maximum possible extent by levelling, filing of borrow pits, land scaping etc.
  2. Action plan for catchment area treatment of Sunkesula barrage prepared at the costf Rs. 143.63 Lakhs should be completed by the time proposed in the action plan i.e. March 2001.
  3. To maintain the ecological balance of Rollapadu sanctuary water from Alagnaur balancing reservoir should not be used for direct irrigation purpose and the reservoir should be properly lined to check the rise of ground water level.
  4. To monitor the implementation of the rehabilitation package, two NGOs, other than the NGOs working with the project authority should be involved. In this regard MYRADA and Rayalseema Development Trust may be approached.
  5. The fauna management plan for the three sanctuaries, i.e. Rollapadu, Lanka Malleswaram and Bundla Brahmeswaram is prepared for a period of five years from 1996-97 to 2001-2002 with an estimated cost of Rs. 2.87 crores. Fund should be released in time, so that the management of sanctuaries may be done according to the plan.
  6. A multi-disciplinary committee should be constituted with representatives from various disciplines including one NGO to oversee effective implementation of the suggested safeguard measures.
  7. Six monthly monitoring reports should be submitted to the Ministry and its Regional Office, Bangalore for review.

4. Officials from Regional Office Ministry of Environment and Forests. Government of India, Bangalore who would be monitoring the implementation of Environmental safeguards should be given full cooperation, facilities and documents/data by project proponents during their inspection.

5. The responsibility of implementation of environmental safeguards rests fully with the Government of Andhra Pradesh.

6. In case of change in the scope of the project, project would require a fresh appraisal.

7. The Ministry reserve the right to add additional safeguard measures subsequently if found, necessary and to take action including revoking of the clearance under the provisions of the environmental (Protection) Act, 1986, to ensure effective implementation of the suggested safeguard measures in time bound and satisfactory manner.

8. This clearance letter is valid for a period of five years from the date of issue of this letter for construction of barrage, balancing reservoir and other related works.
