Main items of work of IFD
Examine all proposals from financial angle and render financial advice regarding:
Creation, continuation and conversion of posts.
Formulation of new schemes/projects and evaluation of
their progress.
Processing of cases for clearance of standing finance
committee, expenditure finance committee, cabinet etc.
Release of grants to various
organizations, institutes,
NGOs, subordinate authorities.
Re-delegation of powers to subordinate authorities.
Deputations/delegations abroad.
Preparation and printing of performance budget.
Interaction with the Ministry of Finance/Department of
Personnel and Training.
Integrated Financial Adviser
Role & philosophy
System introduced in 1975 clubbing internal financial adviser
& associate financial adviser (IFA: Incharge of B&A, Astt. FA
to be consulted in matters falling outside delegated field).
Objective was to enable IFA to pay more collective and
constructive role in planning, programming, budgeting,
monitoring, evaluation functions of the ministry.
Responsible both to the administrative ministry and to the
ministry of finance free to exercise delegated powers but to
be responsible to MoF on powers outside the delegated field.
Role is to assist in budget formulation, scrutiny of projects
and programme for approval of Ministry of Finance.
Post-budget vigilance to ensure that there is no deviation
in expenditure from the budget.
Salient features :
IFA to be selected by the Ministry and Finance Ministry
jointly.
The officers and staff should be required to have a
background and training in finance and accounts and will
be appointed in consultation with IFA.
IFA will function from the administrative Ministry.
IFA should be consulted in all cases before the
exercise of the delegated powers. However, secretary can
overrule his advice.
For changes in duties and functions of IFA, approval of
Ministry of Finance is required.
