a. INDIRA GANDHI NATIONAL FOREST ACADEMY

- 55 IFS probationers of 92-94 batch will complete the training course in December, 94.

- Training of 93-95 batch for about 50 IFS probationers will commence in April, 94.

b. STATE FOREST SERVICE AND RANGERS COLLEGES

- 40 state forest officers of 93/95 batch will complete 2 years course.

- 14 rangers of 93-95 batch will complete training of two years course.

c. INDIAN INSTITUTE OF FOREST MANAGEMENT

Batch of 27 students admitted in 93-95, Post Graduate programme in forest management conducted by Indian Institute of Forest Management are expected to complete the training course.

FORE5T PROTECTION AND REGENERATION

Assistance will be provided to 11 States under the scheme "Introduction of Modern Forest Fire Control Methods in India". Plantation of 3750 and advance work on 1700 ha would be undertaken under D the scheme "Association of Scheduled Tribes and Rural poor in Regeneration of Degraded Forests". About 3000 families are expected to get benefit.

Endangered Species

To compile data sheets of 200 species for Volume V and to introduce, acclamatise and multiply 20 species of rare and endangered species for ex-situ-conservation.

Flora of India

To edit and publish Volume IV of Flora of India; to complete work on 100 species for Volume IX and to edit and to publish Fascicle 22 of Flora of India.

Useful Plants

To identify and compile data of S potential species of less-known economic plants, chemical screening of 8 potential medicinal species and to study the pharmacognosy of 8 potential plant species.

National Data Base

To computerise Type collections of Northern Circle and Andaman and Nicobar Circle of BSI; Finalisation and publication of the manuscript of live plant collections: to complete distribution data on dicot species; to update nomenclature of dicot species; to compile data on 50 species for preparation of Manuals of cultivated plants.

Etlmo-Botanical Studies

To complete Pollen study of Berberidaceae.

ENVIRONMENTAL EDUCATION, AWARENESS AND TRAINING

(a) Environmental Education, Awareness and Training

National Environment Awareness Campaign would be continued, National Competitions on writing of songs, poems, designing of posters, scripting of films in the field of environment would be organised to inculcate awareness among the people. Besides, setting up of ecoclubs, development of educational awareness resource materials etc., would also be undertaken during the year.

In addition to the setting up of Paryavaran Vahinis in 100 districts, more districts would be identified to set up the Vahinis so that more districts throughout the country are covered during 1994-95.

Approximately 20 films in the field of environment and related areas would be commissioned to mobilise people’s participation in spreading environmental messages.

(b) Grants-in-Aid to Professional Societies

Under this scheme efforts would be made to assist more and more professional societies, appropriate institutions, museums, science centres etc., for the development activities and projects in the field of environment as well as to develop exhibition galleries and educational programmes relevant to ecology, wild-life and environment.

Environmental Information System (ENVIS)

  1. Continuation of existing ENVIS Centres and other activities.
  2. Setting up of 2 new ENVIS Centres.
  3. Publication of Paryavaran Abstracts and Annual Report of the Ministry.
  4. Holding of ENVIS workshops.
  5. Collection of information statistics for INFO-TERRA.

NATIONAL MUSEUM OF NATURAL HISTORY

  1. Completion of the ground floor galleries, educational facilities, Bio-Science Computer Room, technical infrastructure, landscaping and horticulture and the inauguration of the Regional Museum of Natural History, Mysore.
  2. Setting up a Project Office at Bhopal, partial completion of the building, and initiation of collection and exhibit preparation work for the Regional Muse-um of Natural History, Bhopal.
  3. Similar action (as above) for the Regional Museum of Natural History, Bhubaneswar.
  4. Work related to the finalization of the site and building plans for a permanent premises for the NMNH in New Delhi.
  5. Collection of specimens, preservation, fabrication and production of exhibits needed for the Regional Museum of Natural History.
  6. Regular educational and outreach activities of the NMNH, throughout the year incuding Mobile Museum Service, School Loan Service, Summer Programmes, Teacher Orientation Workshops, Environment Awareness Campaign. Popular Publications, organisation of temporary exhibitions, etc.
  7. Follow-up action on the ‘CARE FOR THE ENVIRONMENT CONTEST’ by prototype production of environment education resource material based on the entries received in various categories of the contest.
  8. Collaboration with the Delhi University and the National Museum Institute, New Delhi in conducting courses in Environmental Biology and Museology.
  9. Professional enrichment programme through exchange visits of museum personnel with U.S. Natural History Museums under the Indo-US Natural History Museum Partnership Programme.
  10. Strengthening the educational infrastructure and potential of the NMNH through enriching the Library, Audio-visual and Film Collection, Photographic documentation of the flora, fauna and ecosystems of India etc.

Centres of Excellence

All the activities of the existing centres of excellence will be continued in order to create environment educational resource material of good quality and to spread environmental awareness as well to strengthen research and training in priority areas of environmental science and management, education, mining, ecology and ornithology and natural history.

National Natural Resources Management System (NNRMS)

The existing activities will be continued. The on-going projects will be reviewed and 6 new projects are proposed to be sanctioned.

CONSERVATION

  1. Finalisation and sanctioning of management action plans for 21 wetlands.
  2. Sanctioning of Research projects.
  3. Convening oŁ two meetings of National Committee on Wetlands, Mangroves and Coral Reefs to discuss issues relating to Wetlands.
  4. Convening of two meetings of Research Sub-Committee on Wetlands, Mangroves and Coral Reefs to consider research projects on Wetlands.

Mangroves

  1. Finalisation and sanctioning of management action plans for 15 mangrove areas.
  2. Sanctioning of Research Projects.
  3. Convening of two meetings of National Committee on Wetlands, Mangroves and Coral Reefs to discuss issues relating to mangroves and Coral reefs.
  4. Convening of two meetings of Research Sub-Committee on Wetlands, Mangroves and Coral Reefs to consider sanctioning of Research projects relating to mangroves and Coral Reefs.

BIOSPHERE RESERVES (BRs)

BIODIVERSITY CONSERVATION

  1. Finalisation and publication of the Status Report on Biodiversity conservation.
  2. Commissioning of specific studies to fill up the gaps in our knowledge on biodiversity
  3. Convening of meetings of In-house Committee.
  4. Convening of regional meetings with State Governments.
  5. Organising/participating in symposia/work-shops/consultations on specific components of biodiversity.
  6. Commissioning specific reports on identified priority issues arising from the Convention.

ASSISTANCE TO BOTANIC GARDENS

  1. Finalisation of management action plans and release oŁ funds for the botanic gardens identified for the national network.
  2. Creation of new botanic gardens for specific groups of plants.
  3. Release of funds for strengthening of existing botanic gardens.
  4. Publication of a director of Indian botanic gardens.
  5. Organising consultations with officers-in-charge of the botanic gardens supported under this scheme to evaluate the progress.

RESEARCH AND DEVELOPMENT

  1. Over 120 research projects will continue to he supported. 60 new research projects will be started to focus on long-term studies on selected ecosystems, impact assessment, waste utilisation, pollution control, tissue culture techniques for endangered/threatened medicinal plant species etc.
  2. Under Integrated Action Oriented Research Demonstration and Extension Projects for Himalayan Region, studies will be conducted on problem oriented research projects sanctioned under this programme. 10 new research projects for studying the bio-diversity and developing strategies for its conservation, hydrology, water and soil management, mining, tourism etc. will be taken up.
  3. Pitamber Pant National Fellowship Award Scheme will be continued to encourage and recognise excellence in the area of environment and ecology with regard to research and development.

G B. Pant Himalaya Paryavaran Evam Vikas Sansthan

G.B. Pant Himalaya Paryavaran Evam Vikas sansthan will continue its on-going research programme and initiate new R & D programmes for generating technologies, information and Knowledge for sustainable development of Himalayan region. The construction work at the Sansthan’s Headquarters at Almora and its units at Kullu and Gangtok will be continued.

PREVENTION AND CONTROL OF POLLUTION CETRAL POLLUTION CONTROL BOARD (CPC’B)

Thrust areas where Central Pollution Control Board (CPCB) will execute its activities during 1994-95 are as follows:

  1. Prevention of pollution at source.
  2. Development and application of best technology for abatement of pollution.
  3. Focus on restoration of environmental quality in heavily polluted areas, polluted river stretches.
  4. Mass awareness programmes and involvement of public and Non-Govermnent Organisations.

Emphasis will be given in the following areas:

  1. Inventorization of industrial estates to identify critically polluted estates for promoting schemes for Common Effluent Treatment Plants (CETPs).
  2. Special emphasis on small scale industries particularly falling under 17 categories of highly polluting industries.
  3. Inventories of water bodies (polluted river stretches, lakes and coastal stretches) including ground water through rapid surveys to draft mitigation plans.
  4. Assessment of water quality and ambient air quality based on the on-going monitoring programme and explore possibilities to cover more cities/towns without increasing number of stations.
  5. Establishment of laboratories at Zonal Offices and taking investigating schemes on regional basis in consultation with State Pollution Control Boards.
  6. Laying emphasis on analysis of critical pollutants and training of State Board’s laboratories to undertake such analysis.
  7. Establishing air quality in Delhi using continuous air quality monitoring facility and suggest steps to be taken to curb air pollution problems.
  8. Application of bio-monitoring in other rivers, toxicity evaluations and their application in standards development.
  9. Completion of standards development for different categories of industries.
  10. Development of criteria for Eco-labeling and follow up of implementation.
  11. Organising training for courses on pollution and on special subjects.
  12. On-line linkage establishment and stabilizing flow of information from State Boards to Central Board.
  13. Persuasion with State Boards on the follow-up for 17 categories of polluting industries. Examination of environmental statements and dissemination of information.
  14. Evaluation of performance of CETPs, formulation of draft proposals on River Action Plans.
  15. Development and application for clean technologies as per the programme prepared by Govt. of India especially for small scale industries.
  16. Completion of inventorisation of hazardous waste generating industries and evaluation of procedures adopted by state boards for granting authorisations.
  17. Interaction with public groups, NGOs, various industrial associations for creating awareness at various levels and assisting States Boards for strengthening their own programmes being taken up for mass aware-ness.

ENVIRONMENTAL STATISTICS AND MAPPING

The Ministry of Environment and Forests has intro-ducted Environmental Statistics in the Policy Statement for Abatement of Pollution. The mapping of the data would be an outcome of the Environmental Statistics. It is expected to depict the trend of pollution in the country. The scheme was started from 1st April, 1992. This is a new project and will continue in the VIII Plan period at a total cost of Rs. 50.00 lakhs at a rate of Rs. 10.00 lakhs per year. An Environmental Atlas will be brought out in which, pollution data for air and water quality, solid wastes, noise and overall status of pollution throughout the country will be depicted. Under the Scheme, the project "Environmental Statistics and Mapping" using GIS and Remote Sensing with a specific reference to Abatement of Pollution at a total cost of Rs. 34.613 lakhs has been proposed to NISTAD during the year 1992-93 for a period of five years. The main objectives of the project are to determine the status of pollution and to develop concise set of environmental indicators for monitoring the effect of pollution and to provide information to the public. The work under the project would also produce a computerised map of the critically polluted areas through digitisation on which thematic information on pollution status would be depicted. This scheme is being implemented by NISTAD.

ADOPTION OF CLEAN TECHNOLOGIES BY SMALL SCALE INDUSTRIES

A scheme on Adoption of Clean Technologies by Small Scale Industries has been started during 1992-93 and will continue for the whole of the VIII plan period.

The scheme has 3 components:

  1. The Small Industries Development Bank of India (SIDBI) will provide financial assistance for modernisation of small industries directly by way of term loans etc. Through the scheme, subsidy will be provided at low interest to small scale industries.
  2. Research and Development programme will be carried out for innovation, identification and diffusion of information on clean technology and for creation of data base.
  3. An awareness programme and personnel training of the small scale industries will be carried out through the Development Commissioner, Small Scale Industries with the support of various research organisations nodal sectoral institutions by conducting seminars/symposia, preparation of slide films, etc.

A scheme has been sponsored to Development Commissioner, Small Scale Industries, Ministry of Industry to organise training and awareness programme for SIDO officers through their Small Industry Service Institute which in turn would impart training to the entrepreneurs of the identified SSI sectors.

It is also proposed during 1994-95 to set up a data base for SSIs relating to proven clean process technologies for adoption by SSIs. Based on this a Manual on training will be prepared to help train the personnel of SIDO who in turn would impart training to the entrepreneur for their adoption.

A scheme for financial assistance to Small Scale Industries for changes in process for adoption of technology through SIDBI will be finalised.

HAZARDOUS SUBSTANCES MANAGEMENT DIVISION

  1. Updation of Redbook entitled ‘Central Crisis Group Alert System’ on functioning of Central Crisis Group by this Ministry to deal with the emergency situations arising out of chemical accidents.
  2. Assistance to the State Departments of Environment, State Pollution Control Boards for strengthening the Hazardous Substances Management Structure.
  3. District-wise Hazard Analysis and preparation of Off-site Plan for more districts.
  4. Setting up of Regional Register for Potentially Toxic Chemicals (RRPTC) and Poison Control Centre.
  5. Survey of some selected cities for Municipal Solid Waste.
  6. Setting up of Pilot Project for proper management of Municipal Solid Waste/Industrial Waste such as flyash, phosphogypsum and redmud.
  7. Financial assistance to various States for identification of sites, environmental impact assessment and preparation of design for the secured land-fill to contain hazardous wastes.
  8. Training Programme for district level officials/non-officials for On-site/Off-site Plan, Disaster Management Plan, Safety Aspects etc.
  9. Research Projects on Hazardous Substances and Waste Management.

ENVIRONMENTAL AUDIT

A scheme for Environmental Audit has been started from 1992-93 and will continue during VIII Plan period.

Training programme is being provided to staff of the Central and State Pollution Control Boards and industries in conducting the audit during 1993-94 and will continue during 1994-95. A project has been sponsored to IIT Bombay to develop software for computerisation of the data base collected through environmental audit. This would help in publishing statistics on consurnption of natural resources and could be used for setting standards under Air, Water Acts.

It is proposed to set up a data base on environmental statement required to be submitted by the polluting units to the concerned State fo11ution Control Beards during 1994-95. This would help deter-mining trends in pollution particularly from the highly polluting industries; and also 1lelp identify those which are persistent defaulters. The output from these data bases would be brought out as Status reports for dissemination to various users at various levels of implementations.

INTERNATIONAL COOPERATION

  1. Finalisation of national report to the Commission on Sustainable Development.
  2. Holding of international workshop on national. Report to the CSD on forestry issues. This review by the CSD is scheduled for 1995.
  3. Finalisation of projects for GEF. However, this is subject to a satisfactory conclusion to the restructuring exercise.
  4. Follow up on convention on climate change and bio-diversity including proposals for funding and legislative and other measures.
  5. To activate national response to Agenda 21 by obtaining detailed responses from nodal ministries and departments.
  6. To facilitate the establishment of the Indo-Canadian Environment Facility (ICELF).

GANGA ACTION PLAN

GANGA ACTION PLAN (PHASE I & II) AND NSITONAL RIVER ACTION PLAN

Work on incomplete schemes being executed under the Ganga Action Plan Phase I in 25 Class I towns (with a population of over 1,00,000) of Uttar Pradesh, Bihar and West Bengal will be continued. In addition, second phase of the Ganga Action Plan will be taken up in solving (a) works on the major polluted tributaries of Ganga, namely, Yamuna, Gomti and Damodar, (b) works in the 25 towns of Ganga which could not be included in Phase I and (c) work in the Phase I and where river is found polluted. Similarly, work on formulation/implementation of National River Action Plan (NRAP) for pollution abatement of the other polluted rivers will be continued. Further, projects on research and scientific component of the Ganga Action Plan, including monitoring aspects, would be undertaken.
