FORESTRY RESSARCH

INDIAN COUNCIL OF FORFSTRY RESEARCH AND EDUCATION

  1. Publication of extension material on different species and different nursery practices.
  2. Publication of bulletins on seed and timber trade.
  3. Bringing a national forest statistical report.
  4. Preparation of five spot films on Research Activities and Achievements in Forestry sector.
  5. Construction of National Library and Information Centre, ICFRE Administrative Block, Scientists flats, visiting scientists hostels and residential units.
  6. Establishment of Indian Forestry Research and Information Service (IFRIS).
  7. Networking of all the Libraries of ICFRE Institutes.

The targets for the year 1995-96 in respect of six Research Institutes and three Centres under ICFRE are as follows:

  1. FOREST RESEARCH INSTITUTB, DEHRADUN.

  1. Research on short and long terms on seed storage to maintain quality and viability.
  2. Develop facilities for storing seeds of valuable and endangered germ plasm.
  3. Initiate work on standardising technique for testing the viability and vigour of important tree species seed aiming at production of quantity planting materials.
  4. To continue research on reducing environmental pollution resulting from paper pulp and cellulose processing.
  5. To continue studies on nursery and plantation diseases of important tree species and develop suitable control measures.
  6. To continue survey and isolate beneficial biofertilizers of economically important tree species and maintain the cultures. Produce cultures of these biofertilizers for distribution on demonstration scale.
  7. To continue study of floral biology, breeding system and hybridization probabilities of important plantation and Agro-Forestry species aiming at increasing the productivity.
  8. To continue in viv and vitra propagation of economically important tree species.
  9. To continue survey and screening of parasiticide fauna of forests pests and develop technique for their culture under laboratory conditions.
  10. To continue efforts to develop field practices for biology control of insects and pests.

  1. Genetic improvement of economically important species for stress tolerance aiming at maximising productivity.
  2. To study reproductive biology of important agroforestry and plantation tree species to understand breeding systems and attempt hybridization with the objective of exploiting hybrid vigour.
  3. Mass multiplication of selected geno types ofV agroforestry species for increasing the productivity.
  4. Estimation of nutrient cycling in different plantation eco-system.
  5. Estimation of productivity of plantation eco-system and evaluate suitable species for different regions.

  1. INSTITUTE OF WOOD SCIENCE AND TSCHNOLOGY, BANGALOR

  1. Survey to identify sandal provenances and collection of seed from different areas for provenances trials.
  2. To develop tissue culture protocol for sandal.
  3. Survey and study the sandal wood pathogens and initiate action for developing protection measures.
  4. Study variation in wood and oil contents of sandal from various provenances and to develop a clonal seed orchards of superior genotypes.
  5. To study response of these species to vegetative propagation.
  6. To continue research on provences trials of superior genotypes of sandal and other agroforestry tree species.
  7. Evaluate plantation species for use in Catamarans after using different environment friendly preservatives and introduce such catamarans for evaluation and demonstration.

  1. TROPICAL RZS~ARCH IN8TITUTS, JABALPUR

  1. To continue collection of germplasm of non-timber forest speices, Bamboo, grass,medicinal and aeromatic plants of central India and evaluate these for higher yields active principles.
  2. Survey and selection of superlor edible fruit giving trees in the forest and collect seeds for multiplication and further tree improvement.
  3. Evaluate multi purpose tree species in agroforestry in Chhatisgarh area of M.P. in higher productivity.
  4. To study alleopathic effects of agroforestry trees on agricultural crop yield under different plant patterns with the objectives of developing a suitable agroforestry model.
  5. Survey and identify VAM fungi, rhyzobium and frankia associate with different tree species and evaluate their effect on productivity of tree species.
  6. Isolate the bio-fertiliser as above, maintain their cultures and develop technology to produce innocuban for demonstration.
  7. Survey and identify forest tree seeds pests and pest of forestry nurseries,assess the level of damage by these pests.
  8. To develop cultural and chemical control methods of the above pests.

  1. ARID ZONE FORFST RFSEARCH INSTITUTE, JODHPUR.

  1. To irvestigate soil-water-plant relationship in various sites conditions for important tree species arid zone.
  2. Screen the local tree species for tolerance moisture stress.
  3. To evaluate different trees species for high yields in forestry-plantations and agroforestry in the IGNP command area.
  4. Survey and collection of different provenances of leaf fodder species of arid zone and test them for tolerance to moisture seeds and salinity.
  5. To screen these leaf fodder species for vegetative propagation and develop a technology for the mass multiplication of superior trees.
  6. Evaluate different loffing regims in better leaf fodder protection and growth of trees.
  7. Develop tissue culture protocol in propagation of superior genotypes of fodder yield trees.

  1. INSTITUTE OF RAIN AND MOIST DECIDOUS FORESTS RESSRARCH, JORHAT.

  1. Survey and evaluate the present status of forest resources of conservation areas and to evaluate the effectiveness of protection compare to other areas.
  2. Survey and examine only variation in seed formation viability germination of important agro-forestry.
  3. Develop necessary nursery technology for local agro-forestry species.
  4. Survey and monitor physico chemical changes in soil before tree and after shifting cultivation cycles and also test the microflora in the shifting cultivation area.
  5. Initiate action to develop alternative to shifting cultivation.
  6. Survey and study VAM association with protocol evergreen tree species.
  7. Develop technology for VAM cultures and demonstrate their utilisation in nursery as biofertilisers.

  1. TEMPERATE FOREST RESEARCH CENTRE, SHIMLA.

  1. Evaluate local tree shrubs and grass in the cold desert areas for higher productivity and develop the nursery technology for better growing provenances/selections.
  2. Improve the clonal multiplication methodology of wood species in the cold desert areas.
  3. Evaluate introduction of poplar in degraded conifers forest as a nurse crop.
  4. Continue the work of improvement propagation of selected nursery stock to populus.
  5. Survey and select most suited agro-forestry species in the lower Himalayan hills, propagate the pest genotypes for distribution and initiate action to develop a suitable agro-forestry model.

  1. CENTRE FOR SOCIAL FORESTRI AND ECO RSHABILITATION, ALLAHABAD

  1. To continue study on rejuvenation of saline and solic soils.
  2. Survey and identify types of sites of wastelands and survey the stress tolerant tree and shrubs species for restoration of productivity of these wastelands.
  3. Study the ecological and social interaction in a Vindhyan hills.
  4. Initiate action to develop cropping (Agricultural and trees crops) models for degraded lands and establish demonstration species forpeoples education.

  1. LAC DEVELOPMENT, RANCHI.

  1. To continue demonstration of improved method of lac cultivation and distribution of brued lac.
  2. To assist productivity of different eco-syetem of forestry and plantation.
  3. To lay-out demonstration plots to study the effective of biofertilizers on growth in degraded sites and other areas.

FOREST PROTECTION AND REGENERATION

Assistance will be provided to the States of Madhya Pradesh, Rajasthan, Gujarat, Maharashtra, West Bengal, Orissa/ Bihar, Andhra Pradesh and others for undertaking the scheme" Association of Scheduled Tribes and Rural Poor in Regeneration of degraded Forests".

FOREST POLICY

The work of preparation of National Forestry Action Programme for development of forestry sector at National and State level will be completed.

FORR5T CONSERVATION

The Regional offices will monitor 900 cases under the Forest (Conservation) Act and 400 cases under the Environment (Protection) Act.

WILDLIFE

In addition development of the new campus, updating computer facilities are the targets for 1995-96. The UNDP-FAO project assisted in training programme of "Eco-development and Management Planning capabilities" will be continued.

CENTRAL ZOO AUTHORITY

The money is required to improve the existing facilities in the zoos and make their conditions more congenial to wild animals displayed.

ANIMAL WELFARE BOARD OF INDIA (AWBI)

AWBI has taken up immunisation and sterilisation large scale. It has recently been programme of stray dogs on a allotted land for construction of facilities. It therefore becomes necessary to increase the outlay substantially.

Efforts will be made to use electronic media for public awareness and to develop alternative of animals use for experiment. Wide publicity will be given to rules and guidelines prepared for animal housing and experiment.

AWBI spends major share of the grants-in-aid on financial assistance to various animal welfare organisations. About 160 organisations are likely to be assisted by the Board during 1995

The Ministry has also taken up with the state Government to constitute state Advisory Boards and to appoint nodal department, Active involvement of the State Government machinery will not only improve the efforts of the board but also will help in reaching the programme to grass roots level.

ECOLOGY AND ENVIRONMENT

BOTANICAL SURVEY OF INDIA

SURVEY OF PLANT RESOURCES

Forty-two survey tours are proposed to be undertaken in different parts of the country for survey of plant and national flora.

STATE FLORA

To complete compilation of 80 species of Flora of Madhya Pradesh, Vol.II, 80 species of West Bengal, 100 species of Flora of Mizoram, Vol.II, 200 species of Flora of Kerala, Vol.II, 80 species of Flora of Andaman & Nicobar Islands, 100 species of Flora of Cold Desert, 80 species of Flora of Assam and Flora of Arunachal Pradesh, Vol.I to be published.

ENDANGERED SPECIES

To complete Red Data Sheet of 40 species for Vol.V and to introduce, acclimatize and multiply 20 species endangered species for ex-situ conservation.

NATIONAL FLORA/FLORA OF INDIA

To complete editing, checking, processing for publication of Vol.V; work on 100 species of Vol.IX to be completed and editing and publication of Fascicle Vol.XXII to be finalized.

USEFUL PLANTS

Phyto-chemical screening and pharamacognostic study of four plants to be completed.

NATIONAL DATA BASE

Finalization of manuscripts, printing-and publication listing of live plant collection and preparation of Manual of cultivated plants to be completed.

ETHNOBOTANICAL STUDIES

Ethnobotanical studies in West Bengal and Orissa to be completed.

CRYPTOGAMS

Pterodophytic Flora of India: Identification and writing of compilation of manuscripts and its finalization. To work out zoo species and writing of description of 30 species of Lichen Flora of India.

TRAINING AND EXTENSION PROGRAMMES

 

MARINE AOUARIUM-CUM-RESEARCH CENTRE. DIGHA

Aquarium & Museum - To be qperational during 1994-95

ENVIRONMKNTAL EDUCATION, AWARENESS AND TRAINING

 

  1. ENVIRONMENTAL EDUCATION AWARENESS AND TRAINING
  2. National Environment Awareness Campaign would be continued. National Competitions .on writing of songs, poems, designing of posters, scripting of films in the field of environment would be organised to inculcate awareness among the people. Besides, setting up of eco-clubs, development of educational awareness resource materials etc., would also be undertaken during the year.

    Approximately 30 films in the field-of environment and related areas would be commissioned to mobilize people’s participation in spreading environmental messages,

  3. Grant-in-aid to professional societies:

Under this scheme, efforts would be made to assist more and more professional eocieties, appropriate institutions, museums, science centres etc., for the development activities and projects in the field of environment as well as to develop exhibition galleries and educational programmes relevant to ecology, wildlife and environment.

(c) PARYAVARAN VAHINI:

In addition to the setting up of Paryavaran Vahinis in 183 districts, additional districts would be identified to set up the Vahinis 80 that more districts throughout the country are covered during 1995-96.

ENVIRONMENTAL INFORMATION SYSTEM (ENVIS):

Two new Centres on the areas related to environment and not covered so far would be set up under ENVIS scheme during the year 1995-96. The necessary hardware and software packages would be provided to all the Centres so that they could interact with the Focal Point as well as among themselves through ERNET programame. Efforts would be made to connect these Centres and the Focal Point for the accession of the international database like INTERNET, GRID etc.

ENVIS is being strengthened so that it could function effectively as National Focal Point (NFP) and Regional Service Centre (RSC) of INFOTERRA/UNEP. Close liaison will be maintained by ENVIS Network with various other existing National Information Systems in order to avoid the duplication of the efforts in the concerned fields.

Meeting of the ENVIS Advisory Committee would be arranged to monitor the progress of the ENVIS Scheme.

NATIONAL MUSEUM OF NA1SRAL HISTORY (NMNH)

The targets for the year 1995-96 are being set to further the fulfillment of the VIII Plan objectives of the NMNH in promoting Environmental Awareness. These are as follows:

  1. Completion of the Regional Museum of Natural History, Mysore, with its galleries, educational facilities, Bio-science Computer Room, technical infrastructure, landscaping and horticulture and inauguration of the Museum.
  2. Setting up a Project Office at Bhopal, partial completion of the building and initiation of collection and exhibit preparation work for the Regional Museum of Natural History, Bhopal.
  3. Similar action (as above) for the Regional Museum of Natural History, Bhubaneshwar.
  4. Collection of specimens, preservation, fabrication and production of exhibits needed for the Regional Museums of Natural History.
  5. Regular educational and outreach activities of the NMNH, throughout the year including Mobile Museum Service, School Loan Service, Summer Programmes, Teacher Orientation Workshops, Environment Awareness Campaign, Popular Publications, organisation of temporary exhibitions etc.
  6. Collaboration with Delhi University and the National Museum Institute, New Delhi in conducting courses in Environmental Biology and Museology.
  7. Professional enrichment programme through exchange visits of museum personnel with US Natural History Museums under the Indo-US Natural History Museum Partnership Programme.
  8. Strengthening the educational infrastructure and potential of the NMNH through enriching the Library, Audio Visual and Film Collection, Photographic Documentation of the flora, fauna and ecosystems of India etc.
  9. Maintenance, upkeep and updating of the exhibit galleries of the NMNH.

LIBRARY

The Library of the Ministry would be enriched and it is targeted that approximately 500 new documents etc., in the field of environment and its related areas would be procured by the Library during 1995-96.

SEMINARS/SYMPOSIA/WORRSHOPS

The Scheme would be continued and more and more organisations would be supported to organise Seminars/Symposia in the field of environment and related areas.

INDIRA GANDHI PARYAVARAN PURASRAR

The Puraskar would be awarded both to an individual and to an organisation during the year 1995-96.

CENTRES OF EXCELLENCE

All the five Centres of Excellence will be continued to function during the year 1995-96. It is targetted that atleast one new Centre in the area not covered so far would new Centre of Excellence during the year 1995-96.

NATIONAL NATURAL RESOURCE NANAGEMENT SYSTEM (NNRMS)

Monitoring of the projects sanctioned under the scheme would be undertaken during the year, 1995-96. Seventeen areas out of the 37 identified areas under the scheme have been covered and it is targetted that a few new areas in the year 1995-96 would be covered and the research projects in these areas would be undertaken. It is targetted that at least six projects would be sponsored in 1995-96 under the scheme.

WETLANDS

 

  1. Finalisation and sanctioning of management action plans for 21 wetlands.
  2. Sanctining of Research projects.
  3. Convening of two meetings of National Committee on Wetlands, Mangroves and Coral Reefs to discuss issues relating to Wetlands.
  4. Convening of two meetings of Research Sub-Committee on Wetlands, Mangroves and Coral Reefs to consider research projects on Wetlands.

MANGROVES AND CORAL REEFS

 

  1. Finalisation and sanctioning of management action plans for 15 mangrove areas.
  2. Sanctioning of Research Projects.
  3. Convening of two meetings of National Committee on Wetlands, Mangroves and Coral Reefs to discuss issues relating to mangroves and Coral reefs.
  4. Convening of two meetings of Research Sub-Committee on Wetlands, Mangroves and Coral Reefs to consider sanctioning of Research projects relating to mangroves and Coral Reefs.

BIOSPHERE RESERVES

 

BIODIVERSITY CONSERVATION

 

ASSISTANCE TO BOTANIC GARDENS

 

  1. Inviting proposals and finalisation of action plans for strengthening existing botanic gardens.
  2. Organising meetings of Expert Group for examination of proposals received.
  3. Evaluation of proposals approved and release of funds.

RESEARCH AND DEVELOPMENT

 

Over 202 research projects will continued to be supported. Further, it is proposed to start about 27 new research projects. The new programmes will focus on long-term studies on selected ecosystems, biodiversity, impact assessment, waste utilisation, pollution control, tissue culture techniques for endangered/threatened medicinal plant species.

PITAMBER PANT NATIONAL ENVIRONMENT FELLOWSHIP:

The previous awardees will continue to be provided the necessary funds and support from the Ministry. The nominations for 1995 awardee will be invited, scrutinised and processed.

G.B. PANT INSTITUTE OF HIMALAYAN ENVIRONMENT & DEVELOPMENT

The construction work at the Institute’s Head quarter at Almora wi,l be completed and its units at Kullu and Gangtok will be continued. The ongoing research programmes will be continued and serviced. New R&D research programmes will be initiated for generating technologies, information and knowledge for sustainable development of the Himalayan region.

INTEGRATED ACTION ORIENTED RED AND EXTENSION PROJECTS IN HIMALAYAN REGION

Studies will be conducted on the problem-oriented research projects which have been sanctioned under this programme. It is proposed to start 10 new research projects under this scheme for studying the bio-diversity and developing starategies for its conservation, hydrology, water and soil management, mining, tourism etc.

PREVENTION & CONTROL OF POLLUTION

CENTRAL POLLUTION CONTROL BOARD

The proposal for the Annual Plan of 1995-96 is prepared based on the requirements spelt out in the National Policy for Abatehent of Pollution and other various programmes planned t for prevention and control of pollution.

THRUST AREAS FOR 1995-96

 

  1. Inventorization Ozone depleting substances
  2. Assessment of polluticn from various sources including vehicular and noise pollution in important cities. Industrial Pollution will also be assessed -for large medium and Small Scale Industries with special emphasis on inventory of ozone depleting substances.
  3. Assessment of water qualaity of river, coast and ground water. River basin studies will be completed.
  4. Monitoring of ambient air quality at 290 loca+Liorls with special emphasis on Respirable dust and lead. Monitoring pattern will be set up covering a grid of 50 kms.
  5. Research and development on special areas relating to prevention and control of pollution. This includes schemes on biomonitoring of river and toxicity evaluations; sampling and analysis of poly nuclear aromatic hydrocarbons; biological methods of waste treatment and specific pollutant analysis.
  6. Development and review of standards fox liquid effluent and gaseous emissions.
  7. Development of criteria for Eco-labelling.
  8. Specialised training in various areas pertailling to pollution control.
  9. Plan Nation-wide programmes for prevention and control of pollution.
  10. Development and review of technologies relating to prevention and control of pollution.
  11. Mass awareness programmes and involvement of NGOs and Exhibition.
  12. Hazardous waste management development of guidelines for treatment and disprsal of hazardous wastes.

ASSISTANCNE FOR ABATEMENT OF POLLUTION

 

ENVIRONMENTAL AUDIT

Inter firm comparison based on the analysis of information submitted in the environmental statements.

To encourage the industrial units to adopt better management practices in order to reduce waste generation and thus avoid excessive use of natural resources.

ENVIRONMENTAL STATISTICS AND MAPPING

 

ADOPTION OF CLEAN TECHNOLOGIES IN SMALL SCALE INDUSTRIES

 

HAZARDOUS SUBSTANCES MANAGEMENT

During 1995-96, it is proposed to continue various programmes outlined below and monitor the implementation of this programme. In addition intensive interactions with State Departments of Environment/State Pollution Control Boards are envisaged for effective implementation of rules on Management of Hazardous Substances:

  1. Updation of Redbook entitled Central Crisis Group Alert System on functioning of Central Crisis Group by this Ministry to deal with the emergency situations arising out of chemical accidents.

A: CARRYING CAPACITY STUDIES

 

  1. DOON VALLEY

The phase-I and phase-II of the project has been completed and the work on phase-III, namely, modelling has started. The project iB expected to be comp]eted by 1994 95.

2. NATIONAL CAPITAL REGION

The phase-I of the project has been completed and the report submitted in June, 1994. The hot-spots have been identified and phase -II of the work is in progress.

3. DAMODAR RIVER VALLEY BASIN

The phase-I report was reviewed and suggestions have been made to modify the report taking into account the gaps in data. Additional data is being collected so as’ to make a comprehensive phase-I report which is expected by the end of 1994-95.

4. TAPTI RIVER ESTUARY

The project was sanctioned at a cost of Rs.2.73 crores. The Phase-I of the project, namely, Secondary data collection is in progress.

B. OTHER STUDIES.

  1. EIA AND EMP SIRMUR LIMESTONE DEPOSITS IN HIMACHAL PRADESH.

The project was taken up at a total cost of Rs.33.58 lakhs for a period of 18 months. The project was reviewed in June, 1994. The institutions which will take up specific studies have been identified and has also taken up the work.

2. CALIBRATION AND VALIDATION OF MATHEMATICAL MODELS FOR ENIVRONMENTAL IMPACT ASSESSMENT.

The project was sanctioned at a total cost of Rs.57.48 lakhs for a period of 24 months. The progress of the project was reviewed in June, 1994. All equipments ordered and man power is in position.

D. CLEAN TECHNOLOGY

A proposal to set up National Clearing Centre for Cleaner Technologies was formulated and submitted to World Bank ,for approval. The approval in principle has since been received and the details are being worked out. The expenditure proposed is for the demonstration project.

INTERNATIONAL COOPERATION

 

  1. Finalisation of national report to the Commission on Sustainabale Development (CSD)’ 1995. The review by the CSD is scheduled in April, 1995. This work is being coordinated by the Ministry of External Affairs.
  2. Finalisation of projects for GEF.
  3. Follow-up on Convention on Climate Change and Bio-Diversity including proposals for funding and legislative and other measures.
  4. To activate and coordinate national response to Agenda 21 by obtaining detailed responses from nodal Ministries and Departments.
  5. Preparation and submission of the State of Environment report to ESCAP.

GANGA ACTION PLAN

GANGA ACTION PLAN PHASE I

Works on on-going schemes under Ganga Action Plan Phase I in 25 class I towns (with a population of over one lakh) of UP, Bihar and West Bengal will be continued. In this connection it is relevant to state that out of 261 sanctioned schemes, 237 schemes have been completed as on 31.12.94. Out of remaining 24 schemes, 12 schemes are targetted for completion during the remaining part of the current financial year. Thus, the work on 12 on-going schemes will be continued during the year 1995-96.

During the year 1995-96, while the research would continue on the identified thrust areas, emphasis would be laid on finding biological solution to microbial pollution in addition to utilisation of the results of the research on disinfect ng the treated sewage through ultra violet radiation and gamma radiation. The programme of rehabilitation of soft shelved turtles will be initiated in river Yamuna between Mathura and Etawa and the recommendations emerging from the bio-monitoring and bio-conservation projects will be taken up with the State Governments.

The water quality monitoring shall be continued in the rivers which have already been taken.

On completion of the inventorisation of polluting industries, monitoring for setting up of effluent treatment plants and compliance of standards for discharge of industrial effluent will be undertaken.

For framing the pollution abatement schemes, in the non-perennial rivers in the coastal areas, detailed surveys and studies by involving CPCB and 8 coastal State Pollution Control Boards would be carried out.

GANGA ACTION PLAN PHASE II AND NATIONAL RIVER ACTION PLAN

(i) YAMUNA ACTION PLAN

As far as Yamuna Action Plan is concerned, the Detailed Project Reports for remaining works such as Sewage Treatment Plants will be received and processed for approval. The execution of works on the Projects will be taken up for the schemes approved during 1994-95 and 1995-96.

(ii) GOMTI ACTION PLAN

During 1995-96, the balance DPRs for Jaunpur and Sultanpur for Interception and Diversion and Sewage Treatment Plants will be approved. It is also expected that by the year 1995, the DPRs for emergency works as proposed by Overseas Development Agency will be prepared by UP Jal Nigam with inputs of ODA experts and approved for implementation.

(iii) OTHER COMPONENTS OF GAP PHASE II

Works on other components of GAP Phase II are also likely to pick up during 1995-96 after their approval by the Government.

NATIONAL RIVER ACTION PLAN

During 1995-96, it is expected that upon approval of NRAP by the Government, detailed project reports will be prepared by the implementing agencies and works for land acquistion, Low cost sanitation, crematoria etc. initiated.
