FORESTRY EDUCATION AND TRAINING

  2. To continue training of probationers of Indian Forest Service and to further improve the infrastructural facilities at the academy like library, computers, transport, communication network etc.

FORESTRY RESEARCH

INDIAN COUNCIL OF FORESTRY RESEARCH AND EDUCATION

  1. Procurement of bar code system international databases and furniture for NFLIC.
  2. Local and international training for librarians, researcherk and scientists.
  3. Networking workshop is to be held for pooling of information.
  4. Computerization of library catalogue and bar coding of books.
  5. Film on catamaran, medicinal plants, seed testing technology, rain water harvesting in arid areas, integrated pest management will be prepared.
  6. Preparation of publicity material.
  7. Extension workshops shall be held at different eco-zones.
  8. Quaxterly publication of market bulletin will continue.
  9. Statistical information gap from 1988 till 1994 shall be bridged by compiling the data for this period.
  10. Compiling and publication of forestry Statistics India-1996.
  11. 100 rooms Scientists’ hostel shall be made.
  12. M.Sc. forestry course will be started. M.Sc. in specialized streams such as Plantation technology, wood Science and Pulp and paper technology shall also be taken up.
  13. Curriculum review of syllabi shall be done. ICFRE in consultation with UGC shall ensure basic standards of forestry education in India.
  14. Research management and training for researchers in ICFRE shall be organized.

The various research proposals in different research Institutes of the Council for the year 1996-97 are summarized as under:

  1. FOREST RESEARCH INSTITUTE DEHRADUN

To study insect pest problem under agroforestry ecosystem in Doon valley termite resistance in Eucalyptus, poplar and bamboos. Integrated biological control of important forest insects pests and screening forest seed for insect infestation.

Standardization of technology for soil amendments and suitable species soils, nutrient deficient, stressed soils. Forest site quality evaluator with reference to fragility and

stress.

Isolation and bulk cutting of VAM fungi from forest soils. Studies on biofertilisers for raising productivity cultivation of mushrooms and trials, studies on nursery and plantation diseases on teak, poplar, sissoo, bamboo, eucalyptus and other control measures.

Screening of suntabh poplar clones suitability revaluation of paulownia spp. Tree crop interaction studies under agroforestry system.

Development of biopesticide from Karony seed, bio degradakie adhesive, natural dye and studies on refining Jatropha oil, gum from cassia tora seeds and lactones from pine needles.

Vegetative propagation trials and collection of germ plasm of Taxus baceata, picsorrhiza kuroa, colchi cum puleum and Nardostrdrys spps. market research in raw and processed fibres and flosses.

II. INSTITUTE OF FOREST GENETICS AND TREE BREEDING, COIMBATORE.

Regular and systematic pest and diseases surveys ln nurseries and plantations to assess pest and disease spectrum, damage caused, seasonal intensity,lpopulation dynamics and biotlc and abiotic factors predisposing the plants to pest and disease attack and influencing pest and disease build up.

Detailed studies on the biology and bionomics of key pests and pathogens. Detailed evaluation of the impact of pest and diseasesattacks. Diagnosis of the causes and factors, especially, the chemical ecology of the pest-host interaction pre-disposing plants to pest and disease attack. Developing methods for segregation of sound seeds from damaged ones and the r preservation during storage. Selection of forest trees for pest and disease resistance and breeding of such phenotypes for propagation.

Evolving viable and environmentally safe pest and disease management strategies, paying special attention to biological and silvicultural methods.

Preservation and exhibition of the objects representing various aspects of forestry.

III. INSTITUTE OF WOOD SCIENCE AND TECHNOLOGY, BANGALORE.

Survey to identify sandal provenances and collection of seed from different areas form provenances trials.

To develop tissue culture protocol for sandal.

Survey and study the Sandal wood pathogens and initiate action for developing protection measures.

Study variation in wood and oil contents of sandal from various provenances and to develop a clonal seed orchards of superior genotypes.

To continue research on provenances trials of superior genotypes of Sandal and other agroforestry tree species.

To study response of these species to vez propagation. Evaluate plantation species for use in Catamarans after using different environment friendly preservatives and introduce such catamarans for evaluation and demonstration.

Extension activities for identification of wood samples, advice on right choice of timbers and in areas of marine wood protection.

IV. TROPICAL RESEARCH INSTITUTE, JABALPUR.

To continue collection of germplasm of non timber forest species, Bamboo, grass, medicinal and aromatic plants of central India and evaluate these for higher yields active principles.

Survey and selection of superior edible fruit giving trees in the forest and collect seeds for multiplication and further tree improvement purposes. ;

Evaluate multi purpose tree species in agroforestry in Chhatisgarh area of M.P. in higher productivity.

To study allopathic effects of agroforestry trees on agricultural crop yield under different plant patterns with the objective of developing a suitable agroforestry model.

Survey and identify VAM fungi, Rhyzobium and frankie associate with different tree species and evaluate their effect on productivity of tree species.

Isolate the bio-fertilizers as above, maintaDin their cultures and develop technology to produce inoculum for demonstration.

Survey and identify forest tree seeds pests and pest of forestry nurseries, assess the level of damage by these pests.

To develop cultural and chemical control methods of the above pests.

Planting stock improvement programme having components of seed stands clonal seed orchard, seedling seed production area and multiplication garden.

V. ARID ZONE FOREST RESEARCH INSTITUTE, JODHPUR.

  1. To investigate soil-water-plant relationship in various sites/conditions for important tree species arid zone.
  2. Evaluate and develop irrigation water management for tree species and indifierent agroforestry to maximize. evaluate different tree species for high yields ln forestry plantations and agroforestry in the IGNP Command area.
  3. Survey and collection of different provenances of leaf fodder species of arid zone and test them for tolerance to moisture salinity, and different treatments of lopping.
  4. To screen these leaf fodder species for vegetative propagation and develop a technology for the mass multiplication of superior trees.
  5. Develop tissue culture protocol in propagation of superior genotypes of fodder yield trees.

  1. INSTITUTE OF RAIN MOIST AND DECIDUOUS FORESTS RESEARCH, JORHAT.

  1. Survey and evaluate the present status of forest resources of conservation areas and to evaluate the effectiveness of protection compared to other areas.
  2. Survey and examine only various seed formation viability germination of important agro-forestry species.
  3. Develop necessary nursery technology for local agro-forestry species.
  4. Survey and monitor physico chemical changes in soil before tree and after shifting cultivation cycles and also test the microflora in the shifting cultiyation area.
  5. Establishment of cloral seed orchards of Teak and Albizia vegetative propagation garden of Teak Bamboo and Albizia and seedling seed orchards.

VII. TEMPERATE FOREST RESEARCH INSTITUTE, SHIMLA

  1. Evaluate the suitability of plant species for cold desert areas and develop effective establishment techniques.
  2. Improve establishment of clonal multiplication methodology of wood species in cold desert areas.
  3. Develop improved propagation nursery and planting technique of pinus gerardiana. Taxus baceata for spruce and evaluate appropuals agroforestry models with people’s participation accommodating poplars and ulmus laeviegata.
  4. Eco-rehabilitation of ruined damaged areas.
  5. Identification of the location of 1000 ha seed status and seed production areas and 5000 plus trees of conifer spp.
  6. Provenance testing of pinus roxburghii.
  7. Adaptability trials on indigenous and exotic poplars in hill areas.
  8. Evaluation and control of Insect pests of conifers and poplars.

VIII. CENTRE FOR SOCIAL FORESTRY AND ECO REHABILITATION, ALLAHABAD.

  1. To conduct economic survey for existing patterns of agro forestry models and propagate suitable agroforestry model using agricultural, horticultural inputs, biofertilisers.
  2. Afforestation on demonstration sites with soil amendment and site preparations, application of biofertilizers and collect growth data.
  3. Socio-ecological survey on 10 locations in Vindhyan hill tracts and Gangetic plain.
  4. To encourage people’s participation in improving site productivity in Vindhyan Hills and Gangetic plains.
  5. To conduct training for 2000 farmers, 500 officials teachers NGOs in plantation and Nursery establishment.

IX. INDIAN PLYWOOD INDUSTRIES AND TRAINING INSTITUTE (IPIRTI)

SURVEY AND UTILIZATION OF FOREST RESOURCES

FOREST SURVEY OF INDIA

FSI will continue carrying out a comprehensive forest survey at regular intervals and bring out information in a suitable form for planning at national, state and local levels including evaluation through inventory to facilidate forestry planning.

FOREST PROTECTION AND REGENERATION UNIT

Under the Scheme"Association of Scheduled Tribes and Rural Poor in Regeneration of degraded forests on Usufruct Sharing Basis " under implementation in Forest Policy Division, an amount of Rs.200 lakh has been provided in this last year of the Eighth Plan periodb This amount would be utilized in the on going projects in the States Andhra Pradesh, Bihar, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Orissa, Rajasthan and West Bengal.

NATIONAL FORESTRY ACTION PLAN (NFAP)

Finally approved State Forestry Action Plans and consultants reports will be integrated into final draft of NFAP. It will be discussed again at various fora and suitably modified in the lights of comments received. Then it will be submitted to Planning Commission and donor agencies for funding pronects identified by NFAP.

FOREST CONSERVATION

Monitoring of Forest (Conservation) Act 850 cases Monitoring of Environmental Clearance 500 of projects.

WILDLIFE

NATIONAL ZOOLOGICAL PARK

The National zoological Park was evaluated by Central Zoo Authority for grant of Recognition under "Recognition of zoo Rule 1992" and temporary recognition was granted for a period of two years under the condition that all recommended modifications would be completed within the stipulated time frame but for want of funds many recommendations could not be implemented. It is not only necessary but obligatory also to complete the suggested modifications and take up new construction for permanent recognition of the National Zoological Park under "oo Recognition Rule 1992".

Following works will be undertaken during 1996-97:

  1. Construction of visitor centre/Interpretation centre.
  2. Improvement of Reptile House.
  3. Improvement of Nocturnal house.
  4. Digging of four deep tubewells for providing pollutant free water into the moat.
  5. Installation of recycling and purification plant.
  6. Improvement of Binturong enclosure.
  7. Construction of moated enclosures for displaying primates.
  8. Extension of the size and enrichment of the enclosure of white tiger
  9. Quarantine-ward and additional annexe for zoo hospitals.

PROJECT TIGER

During 1996-97, the development and management activities in all the twenty three tiger reserve areas will be continued.

NATIONAL PARKS AND SANCTUARIES

During 1996-97, 220 sanctuaries and 55 National Parks will be assisted under "Assistance for Development of National Parks and Sanctuaries" Scheme.

PROJECT ELEPHANT

23 areas in 12 states identified under Project Elephant scheme will be given assistance and development activities will be continued.

In addition, further development of the campus, updating k computer facilities is the targets for 1996-97. The UNDP-FAO project assisted in training programme of "Eco-development and F Management Planning Capabilities" will be continued. Institute will continue to conduct the regular and some new courses, initiation of new research programme etc.

ECO-DEVELOPMENT AROUND NATIONAL PARKS AND SANCTUARIES.

Development activities for the villagers are proposed to be continued in 1996-97 will include Twenty more new areas will be included under the scheme.

The India Eco-development project, with a total outlay of US$ 70 million is expected to be operated and actual implementation will be started in 7 projects sites identified for the implementation of this scheme.

BENEFICIARY ORIENTED SCHEME FOR TRIBAL VILLAGES OF PROJECT TIGER AREAS, NATIONAL PARKS AND WILDLIFE SANCTUARIES.

The Schemes are proposed to be continued during the year 1996-97 also, to take up relocation of about 100 tribal families. An amount of Rs.100 lakhs has been kept for release during 1996-97.

CENTRAL ZOO AUTHORITY

- The Central Zoo Authority will continue to evaluate zoos, suggest measure for their improvement and to provide financial assistance for achieving the said objectives. Efforts to monitor the progress of-work will continue.

ANIMAL WELFARE BOARD OF INDIA.

Animal Welfare Board of India has proposed to give financic assistance to Animal Welfare Organizations for the following schemes;

  1. Propagation of Humane Education
  2. Rescue Home for Animals
  3. Neutering centres ABC project
  4. Purchase of Ambulance/Mobile clinic
  5. Veterinary Hospitals and rescue operations(flood, drought etc.)
  6. Revitalizing of old AWOs and starting new ones.

For the pilot project on Animal Birth control in six Metros, target for sterilization alone will be approximately 35, 000 operations.

Rules/guidelines for use of animals in experimentation will be framed by the committee for the purpose of Controlling and Supervision of Experimentation on Animals.

Environmental Education, Awareness and Training

National Environment Awareness Campaign would be continued. National Competitions on writing of songs, poems, designing of posters, scripting of films in the field of environment would be organized to inculcate awareness among the people. Besides, setting up of eco-clubs, development of educational awareness resource materials etc., would also be undertaken during the year.

Approximately 30 films in the field of environment and related areas would be commissioned to mobilize people’s participation in spreading environmental messages launched since 1986 to create environmental consciousness at all levels.

The campaign would be continued during the year and various activities in this area would be considerably stepped up. Wider coverage of the programmes throughout the country reaching out to various target groups, audiences, development to adequate infras-tructure for promoting environmental education at the national and regional level and introduction of more imaginative and regional level and introduction of more imaginative and innovative programmes will be given priority during the period. In view of the environment of activities under various programmes on account of Rs. 420 lakhs is estimated to be spent during 96-97.

  1. Grant-in-aid to Professional Societies:
  2. Under these schemes, efforts would be made to assist more and more professional societies, appropriate institutions, museums, science centres etc., for the development activities and projects in the field of environment as well as to develop exhibition galleries and educational programmes relevant to ecology, wildlife and environment.

  3. Paryavaran Vahini :

In addition to the setting up of Paryavaran Vahinis in 184 districts, additional districts would be identified to set the Vahinis so that more districts throughout the country are covered during 1996-97.

NATIONAL MUSEUM OF NATURAL HISTORY

The physical targets of the NMNH for the year 1996-97 are as follows:

  1. Completion of the ground floor galleries, educational facilities, Bio-Science
  2. Computer Room, technical infrastructure, landscaping and horticulture and the inauguration of the Regional Museum of Natural History, Bhopal.

  3. Setting up a Project Office, partial completion of the building and initiation of collection and exhibit preparation work for the Regional Museum of Natural History, Bhubaneshwar.
  4. Work related to the finalization of the site and building plans for a permanent premises for the NMNH in New Delhi.
  5. Collection of specimens, preservation, fabrlcation and production of exhibits needed for the Regional Museums of Natural History.
  6. Regular educational and outreach activities of the NMNH throughout the year including Mobile Museum Service, School Loan Service, Summer Programmes, Teacher Orientatior, Workshops, Environment Awareness Campaign, Popular publications, organization of Temporary Exhibitions etc.
  7. Follow-up action on the ‘Care for the Environment Contest’ by prototype production of environment education resource material, t based on the entries received in various categories of the contest.
  8. Collaboration with the Delhi University and the National Museum Institute, New Delhi, ip conducting Courses in t Environmental Biology & Museology.
  9. Professional enrichment programme through exchange visits of f museum personnel with US Natural History Museums under the Indo-, US Natural History Museum Partnership Programme.
  10. Strengthening the educational infra-structure and potential of the NMNH through enriching the Library, Audio-visual and Film collection, Photographic documentation of the flora, fauna and ecosystems of India, etc.

ENVIRONMENTAL INFORMATION SYSTEM (ENVIS)

A few centres; on the areas related to environment and its associated fields and not covered so far would be set up under ENVIS scheme during the year 1996-97. Necessary hardware and software packages would be provided to the remaining centres so that on-line accession is made by the Centres amongst themselves and with Focal Point.

ENVIS Focal Point would be strengthened by procuring various software packages so that it could function more efficiently as a National Focal Point (NFP) as well af Regional Service Centre (RSC) of INFOTERRA network. Close lialson will be maintained by ENVIS with various other existing national information systems in order to avoid the duplication efforts in the concerned fields.

Library

The Library of the Ministry would be enriched by procuring various new documents and journals in the field of environment and its related areas so that it becomes a comprehensive information repository to provide back-up support to the ENVIS programme.

Nomination would be invited for IGP Award for the year 1996.

Centree of Excellence:

(i) Centre for Mining Environment, Dhanbad

(ii) Centre for Ecological Sciences, Bangalore

Both these Centres would continue to function to undertake various research and development projects in their concerned fields during 1996-97. The Centres will be advised to organize various short-term courses in their respective fields to strengthen human resource base.

National Natural Resource Management System (NNRMS)

Monitoring of the projects sanctioned under the scheme would be undertaken during 1996-97. Out of 37 areas, a few new are in the year 1996-97 would be covered so that the new research projects in these areas are supported under the scheme.

GANGA ACTION PLAN

GANGA ACTION PLAN PHASE I

Works on on-going schemes under Ganga Action Plan Phase I in 25 class I towns (with a population of over one lakh) of UP, Bihar and West Bengal will be continued. In this connection it is relevant to state that out of 261 sanctioned schemes, 2421 schemes have been completed as on 31.10.95. Out of remaining 19 schemes, 14 schemes are targeted for completion during the remaining part of the financial year 1995-96. Thus, the work on 5 on-going schemes will be continued during the year 1996-97.

The results of the "bio-monitoring and bio-conservation", studies shall be consolidated and evaluated for appropriate bio-conservation strategies in collaboration with the concerned State Governments and other Ministries. The results of the projects on the control of microbial pollution shall also be evaluated for deciding the most appropriate sollution which is technically feasible and economically viable.

Scheme specific and site specific research activities which may emerge through the implementation of the schemes under NRCP shall be considered for funding. Utilization of the resource from the STPs shall also be strengthened during the year. The water quality monitoring programme of river Ganga, Yamuna, Gomti and Hindon would continue and the water quality monitoring shall be initiated in the rivers being taken up under NRCP to create the baseline information on the ecological studies of the rivers.

The water quality bulletins being issued shall be suitably restructured in order to incorporate the information on sources and causes of pollution at a particular site for taking appropriate follow-up actions by the implementing agencles.

GANGA ACTION PLAN PHASE II

YAMUNA & GOMATI ACTION PLANS

The implementation of works commenced during 1995-96 will continue during the year. While, the smaller non-core schemes will be completed, the work on core-schemes will spill over to 1996-97 and beyond.

GANGA ACTION PLAN PHASE II (UP & BIHAR) & NATIONAL RIVER

CONSERVATION PLAN

The DPRs would be processed and approved. Works on smaller schemes (non-core) is likely to begin.

WORLD BANK AIDED INDUSTRIAL POLLUTION CONTROL AND PREVENTION PROJECTS (PHASE I & II)

WORLD BANK PHASE-I

Investment component

  1. Loan assistance to large & medium industries for installing pollution control equipment;
  2. Establishment of CETPs, for clusters of small scale units;
  3. Establishment of demonstration projects for introducing energy and resource conservation measures in the small and medium scale sectors.

Institutional development component

This component is designed to strengthen the monitoring and enforcement abilities of pollution control boards of 4 industrialized states of Gujarat, Maharashtra, Tamil Nadu and Uttar Pradesh. This components has the following details:

  1. Equipment: Acquisition of analytical and monitoring X equipment and other laboratory facilities of the Pollution Control Boards both at the Central and regional levels. The locations of the Central and regional Wevel laboratories of the four Boards being strengthened under the existing project.
  2. Facilities: In addition, the Project will also support the provisionaor refurbishing of laboratory facilities. This will include selected civil works and equipment to ensure adequate environmental control inside the laboratories, furbishing of specialized rooms and a nominal provision fo construction/augmentation including back-up power facilities voltage regulator etc.
  3. Training : The Project will assist the Pollution Control Boards of all States with the training particularly in the four major areas:

(i). quality assurance and quality control,

(ii). maintenance and operation training including safety issues for the proper handling of samples and equipment

(iii). specialized technical training;

(iv). supervisory training for management of the laboratories work and for development and implementation of pollution control strategies;

WORLD BANK PHASE-II

Under phase-II similar activities has been targeted as mentioned for phase-I above in the State Pollution Control Boards of Andhra Pradesh, Madhya Pradesh, Rajasthan and Karnataka. Besides these activities following tasks also will be taken up:

(i). Clean Technology

(ii) Waste Minimisation Circle

(iii). Industrial Water Recycling Plants (IWRPs)

Hazardous Substance Management

It is proposed to continue various programmes outlined below and monitor the implementation of this programme. In addition intensive interactions with State Departments of Environment/ State Pollution Control Boards are envisaged for effective implementation of rules on Management of Hazardous Substances :

  1. Updation of Redbook entitled Central Crisis Group Alert System on functioning of Central Crisis Group by this Ministry to deal with the emergency situations arising out of chemical accidents.
  2. Assistance to the State Departments of Environment/State Pollution Control Boards and other implementing agencies like CIF for strengthening the Hazardous Substances Management Structure.
  3. Industrial Pocket-wise Hazard Aialysis and preparation of Off-site Plan for more districts.
  4. Setting up of Regional Register for Potentially Toxic Chemicals (RRPTC) and Poison Control Centre.
  5. Survey of some selected cities for Municipal Solid Waste.
  6. Formulation of National Strategy on Solid Waste Management.
  7. Setting up of Pilot Project for proper management of Municipal solid Waste/Industrial Waste such as flyash, phosphogypsum and redmud.
  8. Financial assistance to various States for identificatiqn of sites, environmental impact assessment and preparation of design for the secured landfill to contain hazardous wastes.
  9. Training Programme for district level officials/non-officials for On-site/Off-site Plan, Disaster Management Plan, Safety Aspects etc.
  10. Research Projects on Hazardous Substances and Developmental studies in new area of Hazardous Waste Management.
  11. Implementation of the Blo-Medical Wastes (Management & Handling) Rules, 1995 through strengthening of State agencies and setting up of facilities.
  12. Training programme for management of chemical accident and hazardous waste management.
