Training and awareness programmes have been conducted through industry associations. Sector-specific environmental audit manuals in selected sectors have been prepared in respect of sugar and lube-oil re-refining industry. For tannery sector, the work on preparation of manuals is in progress at CLRI. There is no shortfall during the last financial year 1997-98.

 

Preparation of Environmental Atlas for Metro cities. A project on preparatory Environmental Atlas for metro cities and other major cities in the working depicting the pollution data relating to air, water soil @ none pollution along with their trend analysis has been sponsored to CPCB.

 

Training and awareness programmes. Waste minimisation and demonstration studies in selected sectors. Training and awareness programmes and short duration educational workshops for small scale industry sector and for entrepreneurs in selected small scale industries were organised through Development Commissioners Small Scale Industries. Studies on waste minimisation s and demonstration in Bulk drug industry, textile processing units are tannery units have been sponsored.

Regional Museum of Natural History at Bhopal was completed and inaugurated for the public on 29th Sept.,1997. A large number of temporary exhibitions were organised for promoting environmental awareness throughout the country. Assistance was given to various organisations in the development of Natural History Sections in Indian Museums so that they can play a more effective role in promoting environmental awareness. Computer facility of the museum was expanded and enriched with new interactive educational software packages and desktop publishing facility. Site office opened for Regional Museum of Natural History, Bhubaneshwar.

The shortfall in expenditure in 1998-99 was mainly on account of slow progress made in the implementation of the River Action Plans owing to reluctance of the State Governments to provide their matching share of funds. The issue has been resolved, after the decision of the CCEA to permit 100% funding by the Government of India.

Over 180 ongoing research projects were supported. The previous awardees under Pitamber Pant & B.P. Pal National Fellowship continued their work. The applications for 1997 Awards were invited and scrutinized. The 1997 Pitamber Pant National Fellowship Award was given to Prof. (Mrs.) Archana Sharma, Department of Botany, University of Calcutta, Calcutta and the 1997 B.P. Pal National Environment Fellowship Award for Biodiversity was given to Dr. S. John Joseph, M.S. Swaminathan Research Foundation, Chennai. The calling for nominations for both the Awards for the year 1998 was initiated.

1.35. BIODIVERSITY CONSERVATION

A draft National Action Plan on Bio-diversity has been prepared. This plan aims at consolidating the on-going efforts of conservation and sustainable use of biological diversity and establishing a policy and programme regime for this purpose. This draft National Action Plan has been discussed in a National Meeting in which about 80 participants representing officers of various Ministries/Departments of the Central

Government, officers of the State Governments, experts and NGOs participated. The draft National Action Plan is being given a final shape.

  1. The Red Book for Crisis Management was updated till November 1997 and is in press. The Red Book was revised keeping in view the Chemicals accidents (Emergency Planning, Preparedness and Response) Rules gazetted in 1996 dealing with setting up of 4 tier Crisis Management System in the Country.
  2. 8 new industrial pockets have been identified for conduct of industrial pocketwise hazard analysis.
  3. Expert Core Group constituted for approval of hazard analysis reports considered 16 reports in its 4th Meeting. So far, the Core Group has reviewed 31 reports. Off site plans for Salem has been received and the following are under preparation: Vapi, Ankleshwar, Alwar, Lote-Parshuram, Delhi and Manali.
  4. The first meeting of the Central Crisis Management Group was held and the Chief Secretaries of States have been reminded to constitute State, District and Local level crisis groups.
  5. Notification banning imports of cyanide wastes, arsenic and mercury containing wastes has been gazetted on 26th December 1996. A draft notification banning imports of wastes containing the following as constituents or the wastes bearing the following as contaminants like Beryllium, Selenium, Chormium (Hexavalent), Thallium, pesticides, herbicides and insecticides and their intermediates/residues thereof including outdated pesticides was issued on 16th January 1996 and on 15th April 1997 final notification confirming ban of the above wastes for imports was issued.
  6. Notification banning open burning of waste oil was confirmed on 15th April 1997.
  7. The high level Committee constituted under the chairmanship of Dr. R.A Mashelkar, DG, CSIR for characterisation and identification of hazardous wastes held many meetings and finalised import ban for hazardous wastes.
  8. Six institutions have been funded for conduct of training courses on chemical accident prevention namely Disaster Management Institute, Bhopal, HRD Foundation, New Delhi, Administrative Staff College of India, Hyderabad, National Safety Council – UP Chapter, Federation of Indian Chamber of Commerce and Industry (FICCI) and National Safety Council, Mumbai.
  9. The National Plastic Waste Management Task Force has submitted its report in August 1997 and has been given a series of recommendations for plastic waste management. One of the recommendations is to constitute Implementation Monitoring Committee (IMC) to oversee the follow-up of the recommendations of the Task Force. The IMC has been constituted and has held the first meeting.
  10. The pilot plant for using mass scales fly ash as mine fill was sanctioned to CMRI, Dhanbad. The ash filling in the mine has been started from November, 1996. The Institute is developing methodology for drainage of water from underground ash pack and attempts have been made to experiment with barricading material, double layer bamboo matting, single layer hessian cloth and also by a combination of bamboo matting and hessian cloth.
  11. The Central Road Research Institute in collaboration with MCD is constructing a test section at Garhi Randhala – Ladpur Road by using processed Municipal Waste. The construction of three test specifications in sub-base layer of road payment of processed municipal waste, soil, cement mixture and of processed municipal waste, fly ash, lime mixture have already been completed alongwith conventional test specifications. An Interim report has been submitted by the Institute.
  12. A Project for setting up of Pilot Plant and Development Facility for Manufacturing R-Wood Products from Industrial Wastes (Fly Ash and Red Mud) by Regional Research Laboratory, Bhopal.
  13. In pursuance of the orders of Hon’ble Supreme Court, a High Powered Committee on Hazardous Wastes has been constituted under the chairmanship of Prof. M.G.K. Nebibm Former Union Minister, Science and Technology to oversee the strict implementation of relevant rules and regulations on management of hazardous wastes.
  14. Two meetings of GEAC were held to discuss proposals based on recombinant technology.

Physical Target and Achievements

 

a)Global Environment Facility (GEF): Seven projects for GEF funding were approved for India. Some projects were formulated and considered for possible GEF assistance. Representatives of the Ministry participated in the 9th , 10th and 11th GEF Meetings held in April, 1997, November, 1997 and March, 1998 respectively. Preparatory actions for hosting the first Assembly of GEF in New Delhi (April 1-3, 1998) were taken during the year. This included publishing two books namely "India – Sustaining Development" and "GEF Projects in India".

(b)Commission on Sustainable Development(CSD): Officials from MoEF participated in the 5th Session of the Commission on Sustainable Development held in New York from 7-25 April, 1997 which discussed the issues relating to follow up of UNCED decisions, the role of CSD in future and the Special Session of the United Nations General Assembly.

(c)UN General Assembly Special Session: Minister for Environment & Forests led the Indian delegation to the United Nations General Assembly’s Special Session held in June, 1997 in New York. The objective of the Special Session was to review and appraise implementation of the Agenda 21 adopted by the UN Conference on Environment & Development (UNCED) in Rio de Janeiro in June, 1992.

(d) United Nations Environment Programme (UNEP): India participated in the High Committee of Ministers and Officers Meeting of UNEP in New York in June, 1997.

(e)ESCAP: India participated in various meetings organised by ESCAP relating to Environment.

(f)Bilateral Initiative: Bilateral Initiative: Minister for Environment & Forests led a delegation to Austria in July, 1997 to discuss bilateral matters in the field of environment and also the first working group meeting on Environment was held during this period under the aegis the MoU signed between India and Austria in the field of environment.

(g) India Environment Management Capacity Building Project: Cabinet approved the implementation of this Project with a total outlay of US$61.48 million with IDA Credit of US$50 million. This project has sub-components on environmental economics, environmental indicators, research, environmental education, zoning atlas, standards, air quality monitoring, mining and Gujarat-specific components. Implementation of these sub-components commenced during the year.

(h) World Bank assisted Delhi-Surat Urban Environment Management project: The Japanese Government has undertaken to provide an outright grant of 109,200,000 Yen for carrying out a study in respect of the two cities for preparing an action plan for re-engineering the institutional structures governing urban environment management and identifying cost of effective technology options to improve the environment. The TORs initially formulated were revised following the discussions with the State Government of NCT of Delhi, World Bank and Ministry of Environment &Forests. It has been agreed that the project will only concentrate on Delhi with World Bank of US$9,00,000.

(i)India-Canada Environment Facility(ICEF): India-Canada Environment Facility was set up on the

basis of Memorandum of understanding signed between the Government of India and Canada. ICEF has approved eight projects for funding.

(j) UNDP-CCF: Ministry of Environment & Forests has signed the Programme Support Document under the Country Cooperation Framework-I with the UNDP which provides a comprehensive focus on UNDP assistance to environment related project areas identified in the document. The Framework with an outlay of US $9.00 million would be valid upto the year 2001.

(k) International Training/Seminars/Workshops: Officials from the Ministry of Environment & Forests, State Environment and Forests Departments, Central and State Pollution Control Boards, NGOs and the autonomous bodies/institutions of Central and State Governments were nominated for the international Training/Seminars/Workshops, etc.

(l) SAARC: India hosted the SAARC Environment Ministers Meeting from 2-3 April, 1997 in New Delhi to arrive at a common SAARC position before the UNGA’s Special Session on the Agenda 21. India also attended the SAARC Environment Ministers Meeting held at Male in October, 1997.
