The library facilities were improved to meet the needs of training.
The infra-structural facilities at the Academy like communication network, computers etc. were upgraded.
Amenities in the Probationer's Hostels improved.
Class Rooms facilities upgraded by adding modern training aids.

The methodology, developed for setting research priorities. implemented in 27 States and Andaman & Nicobar: Formulation of States forestry research plans; identification of research projects of eight ICFRE Institutes (including three Centres). Consultancy for development of HRD Plan for ICFRE granted. Local Training - 5 courses in "Research Methodology with emphasis on statistics" for 100 scientists. Publication of Forestry statistics 96.

ii) Institute of Forest Genetics & Tree Breeding, Coimbatore - Studies on establishment of progeny trials of Eucalyptus arid Casurina: Maintenance of International provenance trial of Azadirachta and Pongamia etc: Seed life of Casurina.
iii) Institute of Wood Science & Technology, Bangalore - Survey, identification and establishnient of Seed production Area of Teak, Casurina, Eucalyptus camaldulensis and E. tereticornis. CSO of Teak and SSO of Teak and Sandal: Establishment of modern nursery. Protection of wood from weathering, Chemical modification of wood.
iv) Tropical Forest Research Institute, Jabalpur - Maintenance operation of all CSOs. SSPAs and multiplication gardens; Trials for evaluating field performance of MPT plantations; Comparative study of agro-forestry species viz. Sissoo, Neem and Pongamia pinnata for allopathic activity on germination, growth, nodulation arid bio-chemical changes on soyabean leaves; Vegetative propagation of Tendu through young shoots.
v) Arid Forest Research Institute, Jodhpur - Establishment of seed production areas, vegetative multiplication gardens arid clonal seed orchards. Development of bio-pesticides for management of forest inspect pests of arid and semi arid regions.
vi) Institute of Rain & Moist Deciduous Forest Research, Jorhat - Studies on seed production areas, Collection of seeds, Selection of plus trees, Germination arid viability tests; Creation of seed bank.
vii) Himalayan Forest Research Institute, Shimla - Survey of cold desert areas in Nubra valley of Leh and Laddakh and selection of suitable species for afforestation.
viii) Institute of Forest Productivity, Ranchi - Establishment and maintenance of seed orchards, SPA. SSO in West Bengal and Bihar, Studies on bio-fertiliser response on forestry species oil degraded arid stress sites-. Maintenance of Lac farm and collection and dissemination of market data.
ix)Institute of Social Forestry and Eco-Rehabilitation, Allahabad - Development of 70 ha SPA. 23,5 ha SSPA, 3 ha CSO: Data pertaining to socio-economic survey and ecological survey of three degraded sites viz. Pawari. Kaju and Shankargarh examined and analysed.
x) Institute of Forestry Human Resource Development, Chhindwara - Human resource development programmes for developing skilled manpower in forestry sector, Collection of medicinal plant/species.

Cut in overall expenditure of the NAEB advised by PC Division. Revised estimates of these schemes had to be reduced to keep the overall expenditure with in Rs. 71.80 crores. AOFFP scheme is a 50:50 State and Central[%, sponsored scheme. Confirmation regarding availability of matching share for this 50:50 scheme was not received from several States.

Training of staff in computer operation for Bio-Science Computer facility has been achieved.
300 teachers trained at NN4NH and 150 teachers at RININH, Mysore for non-formal teaching programmes in nature and environment.
A large number of educational programmes, outreach activities were conducted for school children, college students, teachers family groups, handicapped children and rural public. Approximately, 1699 children/students of various age groups participated in these activities.
Planning of second gallery at RMNH in Bhopal was partially achieved.
For the second gallery at RMNH, Mysore-exhibits are being developed.
A number of temporary Exhibitions on current topics of Natural & Environment were organised.

1. National Policv and Action Strategy on Bio-diversity"
The draft National Strategy and Action Policy for Bio-diversity was revised, and submitted to the Committee of Secretaries for approval. As suggested by Cabinet Secretariat, the draft was abridged and resubmitted to the Committee of Secretaries. The Committee of Secretaries approved the document in its meeting held in January 1999.
2. Legislation
A draft Cabinet note alongwith the draft outline of bio-diversity legislation was circulated to concerned Ministries/Departments for their comments. Comments received were analysed. The draft outline of bio-diversity legislation was sent to all State Government/Union Territories, NGOs. universities. industry and experts to elicit their views. A National level meeting to discuss the draft was held on 5.8.98 wider the chairmanship of the Minister for Environment and Forests. Comments received were analysed and the draft revised. A meeting of small group of experts to discuss the revised draft was held on 27.10.98 under the chairmanship of Minister of Environment and Forests. A draft note for the Cabinet was circulated. The Committee of Secretaries discussed the draft outline in its meeting held in January 99. Thereafter, inter-ministerial consultations were held to revise the outline.
3. Bio-safety Protocol
The inter-ministerial Task Force on Bio-safety set up for developing India's stand in the international negotiations for a protocol on bio-safety continued its work during the year. Several meetings of the Task Force were held for working out India's position for the fourth and fifth meetings of Ad-hoc Working Group. India's strategy for the Extended Bureau meeting , sixth meeting of the Working Group and the Ex-CoP was prepared and got approved by the Committee of Secretaries.
4. First National Report
The first National Report to the CBD was finalised and submitted to the CBD Secretariat. The Report was released by the NIEF on 29.12.99.
5. Status Report
The draft Status on Bio-diversity submitted by the consultant was sent to experts for peer review. A meeting of the experts were held in January 1999. Further action to finalise the Status Report was undertaken.

Achievements
a) The first meeting of the GEF Assembly was hosted by India in New Delhi from April 1-3. 1998. Participants from over 100 countries and representatives from International Organisations attended the meeting. The Assembly was preceded by the 11th Council Meeting of GEF.
b) Minister for Environment & Forests (MEF) led the Indian delegation to the Sixth Session of Commission on Sustainable Development (CSD) held in New York from April 20 to May 1. 1998. The Session was devoted to the thematic sul1ject of fresh water management. Other cross spectral issues discussed in the session were technology, transfer capacity building, industry finance and awareness raising etc.
c) Indian delegation attended the l2th meeting of GEF Council held in Washington in October. 1998.
d) The Programme Management Board (PMB) constituted under the GoI-UNDP Country Cooperation Framework-I on environment support programme has so far approved 15 projects for funding under the programme during the year.
e) Under the World Bank assisted Environment Management Capacity Building Project, considerable progress NN as made in the implementation of sub-components on environmental law, environmental economics, zoning atlas and Guiarat Specific components. The first meeting of the National Steering Committee was held in August, 1998 under the Chairmanship of Secretary(E&F) which reviewed the progress of implementation of various sub-components.
f) MEF participated in the Fifth Special Session of Governing Council of UNEP held in Nairobi from 22-29 May 1998.
g) Secretary(E&F) led the Indian delegation to the first meeting of ESCAP Committee on Environment and Natural Resources in Bankok during October. 1998.
h) MEF led the Indian delegation to the Fourth SAARC Environment Ministers meeting held in Colombo. Sri Lanka in October 1998.
i) Secretary,(E&F) participated in the Meeting of High Level Committee of Ministers and officials of the United Nations Environment Programme held in Buenos Aires on 10th November 1998.
j) An MoU in the field of Environment & Forests was signed with Federal Republic of Germany on
8th September 1998 during the visit of the President of India to Germany.
k) Minister of State (E&F) participated in the 20th Session of the Governing Council of UNEP held in Nairobi from 1-5 February, 1999.
l) Officials from the Ministry of Environment & Forests, State Environment & Forests Departments, Central and State Pollution Control Boards, NGOs and the autonomous bodies/institutions of Central and State Governments were nominated for the International Training's/Seminars/Workshops etc.
m) Delhi Urban Environment & Infrastructure Improvement Project. The World Bank provided a grant of US$900.000. The ToRs have been finalised and the technical bids of the shortlists consultants for undertaking the above study have been sent to the World Bank for their approval. After approval the financial bids were opened and the constancy has been finalised.
n) India Canada Environment Facility was set up on the basis of Memorandum of Understanding signed between the Government of India and Canada. ICEF has approved 16 projects for finding.
