30 zoos were evaluated with reference to standards and norms and 18 were granted recognition.

 

Financial assistance provided for improvement of housing and veterinary care, for creation of laboratory, for conservation of endangered species, to CCMB, Hyderabad for education and awareness programmes and research proposals.

 

Organised training courses and workshops for upgrading skills of the zoo personnel and official were sent to UK for specialized training in Zoo Management.

Physical targets are not given as the scheme aims at strengthening the functions of the Central Wildlife Organisation and Regional and Sub-regional Offices. It also aims at enforcement of Wildlife (Protection) Act 1972 and the provisions of CITES. The Central as well as Regional Offices have been able to achieve the objectives to a great extent. Large number of seizures of wildlife and its derivatives have been made which would otherwise have found their route in the international market. The offices also implement the provisions of CITES with respect to trade in wildlife and its derivatives.

Dr. Salim Ali and Dr. Kailash Sankhla National Fellowship Awards were commissioned during the year 1995. These awards are given in alternate year.

    The shortfall in expenditure in 1999-2000 was mainly on account of slow progress made in the implementation of the River Action Plans owing to reluctance of the State Governments to provide their matching share of funds. The issue has been resolved after the decision of the CCEA to permit 100% funding by the Govt. of India.

    1. National Action Plan
    2. Biodiversity is a multi-disciplinary subject involving diverse Sectoral activities and actions. Adopting a consultative process with the stakeholders, a draft of a National Policy and Action Strategy on Biological Diversity has been drawn up as a macro-level statement of strategies, gaps and further actions needed for conservation, sustainable use and strategies and realisation of actual and potential value of biological diversity. Emphasising the need for conservation and analysing provisions of the Convention, the draft identifies the basis goals and thrust areas and outlines action points for various subject. During the year, the document was approved and published.

       

    3. Legislation
    4. India’s richness in biological resources and indigenous knowledge relating to them is well recognised. One of the major challenges is in adopting an instrument which helps realize the objectives of equitable benefit sharing enshrined in the Convention. Towards this, an outline of bio-diversity legislation has been prepared which aims at regulating access to biological resources and making such access subject to terms and conditions which secure equitable sharing of benefits for the resources accessed. A note for the Cabinet was prepared. Cabinet approved the proposal. Further action to introduce the Bill in the Parliament was initiated.

    5. Bio-safety Protocol

    An ad-hoc Working Group under the aegis of Convention on Biological Diversity has negotiated a draft protocol of biosafety. The interministerial Task Force on Biosafety set up for developing India’s stand in the international negotiations for a protocol on biosafety, continued its work during the year. Meetings of the Task Force were held for working out India’s position for this purpose. India participated actively in the international negotiations for biosafety protocol. India’s position for the resumed Ex-CoP to finalise and adopt the protocol was prepared. The protocol was adopted.

    4. UNDP/GEF project on NBSAP

    In order to prepare detailed microlevel action plans at state and regional levels based on the framework document on National Policy and macrolevel Action Strategy on Biodiversity, the Ministry has accessed funds from the Global Environment Facility for the National Biodiversity Strategy and Action Plan (NBSAP) project. The NBSAP project envisages assessment and stocktaking of bio-diversity-related information at state level including distribution of endemic and endangered species and site specific threats and pressures. Key features of this project include an emphasis on decentralized state level planning, and the use of interdisciplinary working groups to involve all sectors concerned with bio-diversity conservation. These detailed State level action plans will be consolidated and a notional level action plan will be developed.

    The NBSAP project is for a duration of two years. MoEF is the executing agency for the project. The total cost of the project is US $ 9,68,200 which would be provided by UNDP/GEF. To oversee the implementation of the NBSAP project, a Steering Committee has been constituted. First meeting of the Steering Committee was held wherein the process outline and budget of the project was approved.
