AFRI, Jodhpur : Demonstration trials in hot arid zone, studies on interactive effect of ex-situ rain water harvesting and stand density, study of shelter belt and wind erosion, study of seed Borne micro-flora of selected tree species, disease spectrum of arid and semi-arid tree species, Study of pest problems, Study of biocidal activities and proteins. In addition to the above, projects approved by the Research Advisory Group shall also be taken up during the year under report. The targets of 200 ha SPA,26 ha CSO, 55 ha SSPA and 5 ha VMG shall also be achieved under Planting Stock Improvement Programme.

 

HFRI, Shimla : Establishment and maintenance of 50 ha Seed Production Areas, 8 ha CSO, 10 ha SSO and 2 ha of VMG, Provenance testing of poplars, Selection of suitable species for cold desert areas, Regeneration of conifers and broad leaf forests, Agroforestry in lower Himalayan hills, Conservation of indigenous species of western Himalayas and increasing productivity to man-made forests etc. The projects cleared by RAG will also be taken up during the period under report.

    1. A Capacity to treat 112 mld (million liters per day) of sewage has been further created in 2000-2001(under YAP), thus totaling to an over all capacity to treat 1155 mld of sewage under the River Action Plans.

    3. The performance under Ganga Action Plan Phase-II gained momentum with 7 more schemes having been completed in 2000-2001. 6 more schemes were completed under National River Conservation Plan.

    5. With a keen concern for health, it has been decided to synchronize the environmental standards to be fulfilled under the NRCP with those prescribed by the CPCB for disposal into water bodies and for use for irrigation.

    7. NRCD decided to adopt the norms of water supply as recommended by the Ministry of Urban Development for the various categories of towns in the country. Those norms will be made use of when providing assistance for scheme for sewage diversion and treatment.

    9. With an intention to recycle water and put it to beneficial use, it was decided to encourage the use of treated waste water for irrigation.
    10.  

    11. A committee of NGOs, Environmentalists and Public Health Engineers was constituted to recommend measures for implementation under GAP Phase-II to make it more effective. The recommendations, of this committee are given serious consideration in the NRCD when formulating plans, technologies and strategies for the future.

    13. An important achievement in 2000-2001 has been the switch over from power intensive capital intensive technologies to Eco-friendly technologies which are cheaper and easier to maintain. It has been categorically established that the waste stabilisation pond technology is the most effective technology for treatment of waste water with a view towards controlling organic loads and microbial loads.

    15. The involvement of local bodies in the implementation of the NRCP has been made mandatory right from the planning stage before considering the proposal for sanction in the NRCD.

    17. It is proposed to take up Kanpur in U.P, Nawadwip in West Bengal and Patna in Bihar for projecting as model towns by tackling all aspects of river action plan including non pond sources, resource recovery through plantation and better O&M of assets.

      After Cabinet’s approval in March 2000, extensive interactive sessions were held with Legislative

      Department for converting the outline of legislation into a Bill. All procedural formalities for introducing the Bill in Parliament were completed. The Bill was introduced in the Lok Sabha on 15 May 2000. The Bill was referred to the Department related Parliamentary Standing Committee on Science, Technology, Environment and Forests for examination and report. A detailed presentation was made before the Committee in August 2000. The Committee is currently recording the evidences and undertaking studies to elicit the opinion. Representations received on the Bill are being examined.

    3. Biosafety Protocol

      After the adoption of the Cartagena Protocol on Biosafety, a draft note for Cabinet seeking

      approval for singing the Protocol was prepared and circulated to concerned Ministries/Departments. Comments received were analyzed and the note revised. The Cabinet in its meeting held on 7.11.2000, approved the proposal. Further action for signing the protocol is underway.

       

      The Conference of the Parties to the Convention on Biological Diversity established an Intergovernmental Committee for the Cartagena Protocol on Biosafety (ICCP). India has been elected to represent Asia on the ten members Bureau of ICCP. Two meetings of the ICCP Bureau have been held so far. The first meeting of the ICCP is being held in December 2000. India’s position for the meeting is being prepared through interministerial consultations.

       

    5. National Biodiversity Strategy and Action Plan (NBSAP) project

      The Executing agencies for the States, Thematic Working Groups, Eco-regions and Sub-state sites

      were identified. The State Governments were requested to designate nodal agencies and constitute State Steering Committees. The first National Workshop for introducing the key participants to the process of NBSAP was held in June 2000. Regular interaction on a day to day basis is being held with the administrative agency as well as the Technical and Policy Core Group for implementation of the project. Several documents have been prepared to facilitate Executing agencies in the preparation of the Strategy and Action Plan. Preparations are being made for second meeting of the Steering Committee for the NBSAP Project.

       

    7. Conference of the parties (CoP) to the CBD

      Agenda documents for the fifth meeting of the CoP to the CBD were examined and India’s brief

      prepared after interministerial consultations. The Indian delegation participated actively in the fifth CoP. Follow-up action has been initiated to implement decisions of the CoP.
